Electronic Laboratory Reporting

How to Begin ELR with N.C. DPH

Stage 1 Meaningful Use ELR Test Message Submission

  1. Complete the online ELR Registration Questionnaire.
  2. Once N.C. DPH receives your registration information, we will contact you with further details regarding the ELR submission process.
  3. Your organization should begin to complete the following tasks:
    1. Evaluate the volume of reportable laboratory results performed "in house" at your laboratory facility. Please do not include laboratory results that are performed at reference laboratory facilities in your estimate.
    2. Evaluate the changes required to your Laboratory Information System to allow for the submission of electronic laboratory reports conformant with the applicable HL7 Implementation Guide (2.5.1) and the LOINC and SNOMED-CT standard coding systems required by N.C. DPH.
    3. Configure and Install any required software changes and complete LOINC and SNOMED-CT mapping guides for all reportable results performed at your laboratory facility.
  4. Submit a test message containing clinical laboratory results on a reportable conditions specified in the North Carolina Administrative Code.
  5. Begin the follow-up submission process with N.C. DPH with additional test file submissions and feedback review from N.C. DPH.
  6. Once your organization has submitted a test message and begun our follow-up submission process, N.C. DPH will send out a confirmation letter (PDF, 251KB) regarding your test submission for your meaningful use records.
