Committee Charge
On the basis
of evidence-based strategies and best practices:
- Identify
the indicators necessary to support public health accountability;
- Describe
a continuous quality improvement system for the Division of
Public Health that will institutionalize effective accountability
(including provisions that address “failure to perform”) and
support the (re) allocation of resources as necessary;
- Identify
the information technology needs essential to support an effective
system of public health accountability and quality improvement;
- Identify
the resources necessary to develop and sustain a system of
public health accountability and quality improvement;
- Identify
key partners necessary to support public health accountability
and quality improvement;
- Identify
legislation and rules necessary to achieve and sustain improvements
in public health accountability and quality improvement.
In working
toward these deliverables, the committee will recognize the following
principles:
- "What
gets measured gets done."
- Indicators
must be clearly measurable.
- Accountability
data must be reported to decision-makers in a timely manner.
- Accountability
findings must be used to modify programs, services and policy
to improve health outcomes.
- The accountability
process will be integrated into performance-based management
contracts, contract addenda and grant deliverables as well
as financial management requirements.
- The accountability
system will include a focus on the quality and cost of services.
