Accreditation Committee Charge

Develop and implement a system for the accreditation of state and local public health departments by:

  1. Identifying specific accreditation criteria for assessing the capacity of the local health department to perform the core functions and essential services of public health, taking into consideration existing administrative code, reporting and monitoring requirements to assure integration and avoid duplication and overlap;
  2. Creating and testing the tools required for implementation of an accreditation process such as:
    • the self-assessment tool to be utilized by local public health agencies;
    • the tool to be completed by the site visit team to document findings; and
    • the tool to be utilized by the Accreditation Board in making a final determination.
  3. Identifying a process for selecting and training site visitors to assure inter-rater reliability;
  4. Identifying a process for the appointment and training of members of an Accreditation Board;
  5. Creating an appeals process for use by local health departments that wish to challenge the Accreditation Board’s decision;
  6. Between January 1, 2004 and April 1, 2004, providing oversight to a pilot of this process with six “diverse” local health departments to validate the standards, tools and overall accreditation process as well as providing technical support to those six agencies during that pilot;
  7. Analyzing data from the pilot and revising the standards, tools and overall process as indicated;
  8. Identifying those aspects of the local process that are relevant to the Division of Public Health (in the absence of a national accreditation system for state public health agencies) and implement with DPH to assure that it meets
    those minimum standards;
  9. Identifying the technology needs necessary to support accreditation;
  10. Identifying resources necessary for full implementation of the accreditation process in concert with the four-year timeline for conducting comprehensive community assessment;
  11. Identifying legislation and rules necessary to support recommended changes; and
  12. Identifying key partners necessary to support accreditation.
